In questi giorni stiamo osservando vastissime proteste contro il ministro Maria Stella Gelmini e le sue riforme, avallate dal ministro Tremonti e dal governo di centro-destra. In realtà si sta parlando di due provvedimenti diversi: uno che riguarda la scuola italiana, che sta passando ora a suon di voti di fiducia in parlamento, ed uno sull'università, il decreto 133, che si appresta ad essere approvato in maniera analoga, senza che si sia nemmeno intavolato un dialogo con le due parti in causa: il mondo della scuola e dell'università.
Parlando in particolare di quest'ultimo, che, essendo nell'ambiente universitario, mi trova certamente più informato, piuttosto che riassumete tutto di persona, preferisco riportarvi questo articolo pubblicato su Nature. Il nostro presidente del consiglio potrebbe certamente dire che è l'ennesimo giornale fazioso di sinistra, ma, in realtà, questo è il Giornale per eccellenza della scienza mondiale, pubblicato negli Stati Uniti. Trovo che l'articolo sia sufficientemente graffiante e piuttosto chiaro su quale sia la situazione attuale (ho sottolineato in grassetto alcune parti più rilevanti):

Cut-throat savings
In an attempt to boost its struggling economy, Italy's government is focusing on easy, but unwise, targets.
It is a dark and angry time for scientists in Italy, faced as they are with a government acting out its own peculiar cost-cutting philosophy. Last week, tens of thousands of researchers took to the streets to register their opposition to a proposed bill designed to control civil-service spending (see page 840). If passed, as expected, the bill would dispose of nearly 2,000 temporary research staff, who are the backbone of the country's grossly understaffed research institutions — and about half of whom had already been selected for permanent jobs.
Even as the scientists were marching, Silvio Berlusconi's centre-right government, which took office in May, decreed that the budgets of both universities and research could be used as funds to shore up Italy's banks and credit institutes. This is not the first time that Berlusconi has targeted universities. In August, he signed a decree that cut university budgets by 10% and allowed only one in five of any vacant academic positions to be filled. It also allowed universities to convert into private foundations to bring in additional income. Given the current climate, university rectors believe that the latter step will be used to justify further budget cuts, and that it will eventually compel them to drop courses that have little commercial value, such as the classics, or even basic sciences. As that bombshell hit at the beginning of the summer holidays, the implications have only just been fully recognized — too late, as the decree is now being transformed into law.
Meanwhile, the government's minister for education, universities and research, Mariastella Gelmini, has remained silent on all issues related to her ministry except secondary schools, and has allowed major and destructive governmental decisions to be carried through without raising objection. She has refused to meet with scientists and academics to hear their concerns, or explain to them the policies that seem to require their sacrifice. And she has failed to delegate an undersecretary to handle these issues in her place.
Scientific organizations affected by the civil-service bill have instead been received by the bill's designer, Renato Brunetta, minister of public administration and innovation. Brunetta maintains that little can be done to stop or change the bill — even though it is still being discussed in committees, and has yet to be voted on by both chambers. In a newspaper interview, Brunetta also likened researchers to capitani di ventura, or Renaissance mercenary adventurers, saying that to give them permanent jobs would be "a little like killing them". This misrepresents an issue that researchers have explained to him — that any country's scientific base requires a healthy ratio of permanent to temporary staff, with the latter (such as postdocs) circulating between solid, well equipped, permanent research labs. In Italy, scientists tried to tell Brunetta, this ratio has become very unhealthy.
The Berlusconi government may feel that draconian budget measures are necessary, but its attacks on Italy's research base are unwise and short-sighted. The government has treated research as just another expense to be cut, when in fact it is better seen as an investment in building a twenty-first-century knowledge economy. Indeed, Italy has already embraced this concept by signing up to the European Union's 2000 Lisbon agenda, in which member states pledged to raise their research and development (R&D) budgets to 3% of their gross domestic product. Italy, a G8 country, has one of the lowest R&D expenditures in that group — at barely 1.1%, less than half that of comparable countries such as France and Germany.
The government needs to consider more than short-term gains brought about through a system of decrees made easy by compliant ministers. If it wants to prepare a realistic future for Italy, as it should, it should not idly reference the distant past, but understand how research works in Europe in the present.
Queste sono tutte cose che ho spiegato a quelli con cui ho avuto modo di parlare in questi giorni di questa situazione e mi fa (tristemente!) piacere vedere come sia il punto di vista condiviso da tutta la comunità scientifica mondiale: ci stiamo facendo del male da noi stessi. La ricerca non è una semplice voce costi da tagliare a piacimento in caso di necessità: è la base per la ricchezza di un paese e del suo mantenimento fra quelli più industrializzati del mondo. Non mi stancherò mai di far notare come il famoso prestito ponte di Alitalia, che le ha permesso di bruciare altri 300 milioni di euro per la sopravvivenza della compagnia di bandiera fino a settembre, sono stati presi direttamente dai finanziamenti al ministero dell'innovazione. E questo è solo l'esempio più recente: a Natale ci fu lo sciopero dei trasportatori su strada che videro paralizzare l'Italia. In extremis si trovarono 30 milioni di euro per la categoria che, come sempre, vennero tolti dai finanziamenti alla ricerca previsti nella finanziaria! Questa storia deve finire, altrimenti sì che il nostro paese non potrà sollevarsi dal lento declino in cui è sceso! Vorrei far notare come questi episodi si riferiscano a due diversi governi (Prodi e Berlusconi), a dimostrare che, su questo aspetto, la totale miopia della classe politica è trasversale a tutti gli schieramenti!
A Firenze sono state prese molte azioni di protesta: occupazioni, lezioni in piazza, manifestazioni, ... Tutte davvero molto importanti, anche se spesso rimaste come grida nel vuoto, inascoltate da tutti. Francamente trovo davvero assurde le frasi del ministro Brunetta sui ricercatori (che dovrebbero essere sempre precari per poter essere menti libere). Sembra siano ispirate a quei film in cui lo scienziato deve costruire qualcosa per i cattivi di turno per essere liberato e, solo perchè minacciato, riesce a farlo in pochissimo tempo... forse hanno davvero visto troppi film!
Adesso finalmente la Facoltà di Scienze MFN si è unita per chiedere al Rettore di portare questo messaggio condiviso da professori e studenti alla CRUI (la Conferenza dei Rettori), unica in grado di farsi sentire dal governo, nella speranza di essere ascoltati quantomeno per migliorare la legge in esame. Chissà se saranno disposti a sentire qualcuno. Per spingere il rettore a procedere è stata aperta una petizione on-line che ha quasi raggiunto 1000 firme.
